According to the film notes, the dictator Roberto Micheletti's decree suspending constitutional guarantees of civil rights and freedoms for forty-five days exposed him as a dictator. His subsequently announced repudiation of this decree has still not been published in the official newspaper "La Gaceta", which means that the state of siege continues with all of its repression. The Honduran people continue to face the threat of death from the military and police, "institutions which have been behaving like an oppressive army of occupation".
